Joel wrote this book but he isn't mentioned in the rest of the Bible and we we don't know much about him. He's believe to have been a priest at the temple in Jerusalem writing to Jews after they returned from exile in Babylon.

The country had experienced a natural disaster – an invasion of locusts that ate all the vegetation in the country. The people were living in ways that displeased God and the invasion of locusts was God disciplining His people. He is encouraging them to repent of their sins.

A big theme of the book of Joel is ‘The Day of the Lord’. It’s the final day of history when God will judge and punish evil. The invasion of the locusts was a mini ‘Day of the Lord’ pointing forward to THE ‘Day of the Lord’. In light of what’s coming, God calls on His people to repent.
